Contracting for the Implementation of an Integrated Municipal Electronic Management System, co-financed by the European Union Next Generation under the Recovery, Transformation, and Resilience Plan (PRTR), is regulated by Order TER/836/2022 of August 29th. This order approves the regulatory bases for grants aimed at the digital transformation and modernization of local administration entities, as part of the Recovery, Transformation, and Resilience Plan, and includes the corresponding 2022 call for proposals, funded by NEXT GENERATION-EU funds.

The purpose of this tender is to contract an Integrated Electronic Management System for the City Council and its autonomous bodies, in a Software as a Service (SaaS) mode, including its evolutionary and corrective maintenance throughout the contract period. This system must be configured to be fully interoperable with the services of the General State Administration (AGE), as detailed in the Electronic Administration Website, and must include the following modules at a minimum:

• Electronic Administration Platform
• Residents Register
• Elections
• Public Sector Electronic Procurement Platform
• Tax Management, Collection, and Payment Gateway
• Accounting
• Assets Management
• Payroll and Human Resources
• Employee Portal
