The General State Administration, through the Directorate-General for European Funds of the Ministry of Finance and Public Administration, has programmed Axis 12: Integrated and Sustainable Urban Development (DUSI) within the 2014-2020 Sustainable Growth Operational Programme (POCS), and Axis 13 for management expenses and technical assistance of the DUSI Strategy (4% of the budget).
The implementation of the DUSI Strategies reflects the importance that the European Commission places on sustainable urban development and the contribution of cities to achieving the objectives of the Europe 2020 Strategy for smart, sustainable, and inclusive growth in the European Union.
The La Rinconada Town Hall has developed, through extensive participation, the Integrated Sustainable Urban Development Strategy: “Ciudad Única, La Rinconada 2022” (La Rinconada, Unique City 2022).
On December 14, 2016, the Official State Gazette (BOE) published the Resolution of December 12, 2016, from the Secretary of State for Budgets and Expenditures, which definitively resolves the first call for the selection of Integrated Sustainable Urban Development Strategies to be co-financed through the 2014-2020 Sustainable Growth FEDER Operational Programme, made by Order HAP/2427/2015 of November 13, in which the La Rinconada Town Council is definitively selected to execute project No AN10 named “Ciudad Única, La Rinconada 2022” (La Rinconada, Unique City 2022), with an amount of €5,000,000, bringing the total project cost to €6,250,000.
The eleventh resolution of the aforementioned Order states:
“3. Las entidades beneficiarias de las operaciones a cofinanciar en el marco de las Estrategias DUSI serán Organismos Intermedios únicamente a los efectos de la selección de operaciones” (3. The beneficiary entities of the operations to be co-financed within the framework of the DUSI Strategies will be Intermediate Bodies only for the purposes of selecting operations).
Thus, La Rinconada Town Hall, as the beneficiary entity of the call or Sustainable and Integrated Urban Development Strategy (DUSI), will select specific operations that are integrated into the various lines of action of its Strategy, acting as an intermediate body, colloquially referred to as “Light” Intermediate Agencies (OIL).
